Hess Ohio Developments LLC Inspections & Commentary from ODNR
Hess Ohio Developments LLC has been registered to conduct oil and gas activity in Ohio since 2009. There have been no major violations by this company, so therefore there has not been any need for compliance/consent agreements between the Division of Oil and Gas Resources Management and Hess Ohio Developments LLC. A consent agreement involves an agreement between the company that has the violation and the Division in an effort to resolve the violation outside of civil court. The consent may involve fines paid to the Division in addition to having the violation addressed by the company. The Division does not refer to these as “compliance agreements”.
By state law, when a company is issued an oil and gas permit they are required to notify the oil and gas inspector during the following operations: 1) commencement of the site construction; 2) pit excavation and closure; 3) commencement of drilling, reopening, converting or plug-back operations; 4) installation and cementing of all casing strings; 5) Blow-Out Preventor (BOP) testing; 6) well stimulation; 7) plugging operations; 8) well pad construction.
